Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Education:
  • Masters of Science in Nursing (MSN) or
  • Master's in a field related to nursing with a Bachelor of Science in Nursing (BSN)
Preferred Characteristics/Experience:
  • Five-Eight years of progressive nursing leadership experience
  • Experience in Joint Commission Surveys and accreditation programs
  • Documented evidence of working with colleagues and peers to bring about positive outcomes in clinical and administrative practice
  • Demonstrated ability to synthesize complex data, develop strategic plans and writes major reports
  • Documented evidence of working with colleagues and peers to bring about positive outcomes in clinical and administrative practice
  • Demonstrated strong administrative skills with documentation of successful follow through with established individual and service-wide goals
  • Demonstrated outstanding interpersonal skills, writing skills and ability to work with diverse groups of people
  • Demonstrated analytical ability to find viable solutions to complex problems utilizing data, logic and/or research methodology
  • Demonstrated ability in successful human resource management and staffing methodology
  • History of successfully implementing evidence-based standards of care and practice
  • Represents nursing on facility, VISN, and National Committees
  • Experience in the Outpatient Care Settings preferred
  • References that can validate the above
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse IV - Master's degree in nursing or related field with BSN [If MSN obtained in a Bridge Program, no BSN required] and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification, and approximately 3-4 years of nursing practice/experience.

Physical Requirements: Eligible applicants must be physically and mentally able to perform the following: Heavy lifting, 45 pounds and over; heavy carrying, 45 pounds and over; straight pulling, (1 hour); pushing (1 hour); reaching above shoulder; use of fingers; both hands required; walking (7 hours); standing (7) hours; kneeling (0.5 hours); repeated bending (7 hours); both legs required; ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and to 20/40 in the other; ability to distinguish basic colors; ability to distinguish shades of colors; hearing without aid; mental and emotional stability; working with detergents and antiseptic solutions. Environmental Factors: outside and inside; excessive noise, intermittent; dust; slippery or uneven walking surfaces; unusual fatigue factors (driving up to 8 hours); working closely with others; and protracted or irregular hours of work. The incumbent may be exposed to infected patients and contaminated material and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders.
