Qualified candidates must have: Extensive experience delivering training and providing instruction on complex content in comprehensive curriculum programs to a diverse target audience with varying degrees of skills, experience, and capabilities for comprehension. Extensive experience in at least two of the following areas: Employee Relation, Labor Relations, Reasonable Accommodations and/or Work life and Benefits SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade, GS-12, in the normal line of progression for the occupation in the organization. Specialized experience includes: Extensive experience researching, interpreting, and providing consultation regarding advanced laws, regulations, principles, precedents and policy, to include: conflicting laws and other requirements and those involving vague and untested areas, where policy decisions and strategy guidance have impact throughout the agency. Extensive experience researching, interpreting, and providing consultation regarding VA organization, mission, vision, goals, objectives, and programs, with specific focus on VHA healthcare organization and the unique requirements of VHA business lines. Extensive experience researching, interpreting, and providing consultation regarding HRD learning theories, concepts, laws, regulations, and principles, as well as state-of-the-art HRD theories and practices regarding career development. Extensive experience researching, interpreting, and providing consultation regarding a broad range of HR competencies related to Title 5, Title 38 and Hybrid Title 38 laws, regulations, polices and processes relevant to administration of complex HR programs across VA. This includes expert knowledge of Employee/Labor relations, Work-life & Benefits, Reasonable Accommodations, and other areas of the Employee & Labor Relations disciplines within HR. Extensive experience utilizing adult learning principles and activities - the methods, techniques, and technology to design and develop a variety of employee training activities, interventions, and programs. Education in and utilization of competency model development and methodologies Extensive experience utilizing, maintaining, and/or designing existing and emerging technologies related to the delivery of learning in the workplace including e-learning platforms, innovative technologies in the classroom, and learning or talent management systems. Extensive experience applying and/or involvement in training evaluation methodology and strategic planning/measurement processes.
