The DRRTP is a multidisciplinary residential program within the Mental Health Service that provides state-of-the-art rehabilitation and recovery services for Veterans based on the psychiatric rehabilitation recovery model. Orlando has activated a second 56 bed RRTP at Lake Baldwin in addition to the 60 bed RRTP at Lake Nona. The two sites will be operated as one DRRTP. The programming will be specific to the needs of the Veterans at each site and each site will employ over 30 staff.

The DRRTP Assistant Program Manager hired will need to have the ability to communicate with and build a team from multiple disciples with multiple supervisory chains. These skills will be used to form a cohesive team of staff who are focused on a recovery-oriented treatment program. The DRRTP Assistant Program Manager is expected to be responsible for the clinical and administrative operation of DRRTP program. S/he is also responsible for education and training of staff, in conjunction with other VA professionals, to promote the transition from maintenance models of treatment to the contemporary recovery model. The incumbent is expected to adhere to standards regarding matters of timeliness, accuracy, and compliance with procedures and quantity of work produced. S/he will also be key in maintaining collaborative alliances with community partners to provide RRTP residents with increased access to employment and housing opportunities.

The DRRTP Assistant Program Manager maintains primary responsibility for the implementation of all Standard Operating Procedures (SOP's) within the RRTP. The Assistant Program Manager will work with the DRRTP Program Manager and several different services and programs (i.e. Recreational Therapy, Vocational Rehabilitation, Social Work, Psychology, and Pharmacy) to develop discipline-specific procedures. The incumbent has oversight and administrative authority over all programming at the DRRTP, and participates in program development, implementation, and evaluation. Additionally, the incumbent works closely with Mental Health Service leadership to develop strategic plans for the growth and development of the DRRTP.

The Assistant Program Manager has management experience with broad program management responsibilities which include the operation and management of key clinical programs for a growing VAMC. Responsibilities include development and implementation of programs, policies, and procedures; oversight of administrative and programmatic resources; and monitoring of outcomes using a data-driven quality assurance process. Decisions made affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. Programs managed deliver specialized, complex, highly professional services that are important program components of the medical center that significantly impact the health care provided to veterans. The Assistant Program Manager will ensure VAMC Orlando is in full compliance with all VHA directives and other regulations. The assistant program manager is responsible for reporting required data to VHA and other monitoring entities such as NEPEC; and for ensuring that internal and external surveys and reviews result in a fully successful review. It is the responsibility of the Assistant Program Manager to see that the program is fully integrated into the overall OVAMC Mental Health Service.

Work Schedule: The position will be Monday through Friday 8:00a.m-4:30pm.The candidate may also assist in weekend or holiday coverage.

Basic Requirements:
  • U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Must be proficient in written and spoken English.
  • Full unrestricted Licensure, Certification, or Registration required.
  • A master's degree in nursing or diploma from a school of professional Nursing approved by the appropriate State Agency, and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE) accredited program? (In cases of graduates of foreign schools of professional nursing, possession of current, full, active, and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.)Preferred Experience:Doctoral Degree in nursing strongly preferred.
  • MHRRTP experience, and Certification in Mental Health strongly preferred.
  • A minimum of one (1) year of professional nursing management experience.
  • Possess a well-rounded practice background with medical and clinical knowledge to facilitate acceptance of those Veterans who are psychologically and medically able to actively participate in programing.
  • Evidence of the ability to work collaboratively with a multidisciplinary team and foster a productive, cohesive work environment.

Applicant is expected to maintain all certifications presented upon hire throughout the employment period.Knowledge, Skills, and Abilities:Skill in managing and directing the work of large, complex organizational units.

Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows:

Supervisory Control: The incumbent is administratively aligned to the DRRTP Program Manager. Professional oversight will be provided by Chief Nurse, Mental Health Service.
