Licensed Practical Nurse (Urology/Gynecology)
Incumbent provides clinical care including lab services as an Licensed Practical Nurse (LPN) in the Urology/Gynecology (GYN) Clinic. The incumbent may be asked to provide coverage for both clinic. The LPN provides a wide range of clinical services to the Veteran that demonstrates complex technical judgment under direct supervision of a registered nurse or Medical Doctor (MD). The LPN utilizes basic nursing skills and techniques, of varying degrees of complexity, in a general care setting, to provide personal and general nursing care to adult patients, aged 18-85 and older, who require treatment for common medical and urologic conditions. In addition, the LPN utilizes Clinical Video Teleconferencing (CVT) equipment to facilitate patient visits with remote providers. The LPN participates in data collection and implementation, of care for all aged patients treated. In care of the elderly, planning and implementation is aimed at providing care to support and reduce the effects of the aging process, health maintenance and promotion, minimizing adverse effects of drugs, and maintenance of optimal psychosocial functioning, including assisting with the management of confusion and disorientation. The Urology LPN may utilize Tele presentation equipment to facilitate remote visits for Veterans with distant providers. Other duties may be assigned based on assignment of duty station such as lab drawing and processing, flu vaccination and other medication injections. This position will support the GYN clinic in the absence of the GYN clinic coordinator and when census is low in the Urology Clinic.

Graduate of a school of practical or vocational nursing approved by the appropriate State agency and/or accredited by the Accreditation Commission for Education in Nursing (ACEN), previously known as the National League for Nursing Accrediting Commission (NLNAC) at the time the program was completed by the applicant. Verification can be obtained from the State approving agency or the Accreditation Commission for Education in Nursing, 61 Broadway, 33rd Floor, New York, NY 10006. - Health care education in the military service or training in the military service which is accepted by the licensing body in the jurisdiction in which the individual is licensed as qualifying for full LPN/LVN licensure will be accepted as meeting the education requirements for VHA employment.
- VHA employees who were converted to appointments under 38 U.S.C. 7401(3) in implementation of Public Law 98-160, enacted November 21, 1983, and for VHA employees converted to appointments under 38 U.S.C. 7405 in implementation of Public Law 99-576, enacted October 28, 1986; and for their future personnel actions under this authority. The waiver will not apply to persons appointed under 38 U.S.C. 7401(3) or 7405 after these conversions.
- Individuals granted a license by a jurisdiction that does not require graduation from an approved school.
- Licensure. Full, active, current and unrestricted licensure as a licensed practical or vocational nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or District of Columbia.
- English Language Proficiency. Licensed practical or vocational nurses appointed to direct patient care positions must be proficient in both spoken and written English.
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met.
Experience. Completion of at least one year of qualifying experience at the GS-5 level or equivalent and fully meeting all performance requirements for the GS-5 LPN/LVN.

1. Technically proficient in initiating, performing and completing assigned duties in providing care to variable patient populations.
2. Knowledge and ability to appropriately carry out assigned patient care based on the patients' conditions; to use judgment in selecting the appropriate order and sequence of procedures and treatments; and to accurately recognize, report and record relevant] patient information. Completed work should need only a general review by a registered nurse (RN) or physician (MD/DO) for appropriateness and conformity with established policies/procedures.
3. Ability to observe, identify and respond to the patient's needs for care, including medication, equipment-assisted care and patient/family education. In organizing and delivering care, the LPN/LVN recognizes and considers emotional, cultural, spiritual, socio-economic, and age-related factors.
4. Prepares and administers prescribed medications (oral, topical, subcutaneous, intramuscular and/or intravenous) and performs treatments according to established policies/procedures. Observes for physical and/or emotional changes in patient's condition from prescribed medications/treatments, promptly and accurately documenting noted changes, and reporting any deviations from normal to RN or MD/DO.
5. Knowledge and ability to recognize urgent or emergent patient care situations, seek assistance of the RN and/or MD/DO, and initiate appropriate emergency interventions as directed.
6. Knowledge and understanding of human behavior, patient motivations and reactions to situations, and ability to appropriately utilize this knowledge in working effectively with patients, family members, and other staff.
7. Establishes constructive relationships with individual patients and their families to elicit feelings and attitudes, and to promote positive relationships, communication and socialization skills. Fosters an environment of respect for individual patient and family rights to privacy and dignity in all aspects of care delivery. Effectively incorporates knowledge and understanding of established customer service standards in all interactions with patients, family members, and/or other internal/external customers.
8. Knowledge and skill in performing support duties for complex diagnostic tests and/or specialized practices or procedures, which include preparing the patient, assisting in the diagnostic examination, preparing and handling specialized instruments or other specialized equipment, and monitoring the patient's condition before, during, and following the procedure. Serves as a preceptor in orienting educating, and training less experienced LPNs/LVNs or NAs/HTs related to support duties for these more complex, specialized tests/procedures.
9. Actively seeks out educational opportunities to enhance nursing knowledge and skills, sharing new knowledge gained with other staff to improve and advance nursing practice.

Physical Requirements: Physical demands include repetitive body movements including the following: frequent reaching, standing, walking, and lifting of equipment and/or patients to provide patient care. This position requires extension of the hand(s) and arm(s) in any direction including above or below shoulder level, during the provision of patient care, including retrieval of needed equipment, supplies and to make contact with the patient. This position requires the maintenance of an upright position to perform duties associated with patient care. This position is typically non-sedentary, and frequently involves being in the standing position. This position requires moving about to accomplish tasks, such as assisting with patient ambulation and moving one patient area to the next. This position requires the raising of objects from a lower position to a higher position or the movement of objects horizontally position to position. Lifting may be done to move a patient from one location to the next, i.e.- from the exam table to the chair, and in the movement of equipment or supplies. This position requires exerting up to 50 pounds of force occasionally and/or up to 25 pounds of force frequently to move objects. This position requires writing or otherwise working with fingers and/or hands, including one or both hands frequently. This is done when taking a patient's pulse, utilizing a stethoscope, administering medications, entering information into the computer, etc. This position requires substantial movements (motion) of the wrists, hands, and/or fingers, as is done when entering patient notes into the computer.
