Duties include, but are not limited to:

The Quality Improvement (QI) Specialist will be responsible for directing and coordinating the administrative, operational, and planning activities for the Nursing Service quality improvement program. This includes authoring and developing policies, and monitoring program compliance with VHA policy/directive, Joint Commission standards, and other regulatory agency requirements.

The QI Specialist will independently identify areas for improvements and lead interdisciplinary teams to develop and maintain safe, high qualityhealth care delivery. He/she must have the ability to analyze complex and critical data to identify trends and issues of concern.

The QI Specialist will facilitate improvement projects and interdisciplinary teams and track outcome measures to ensure sustainment of improvement efforts.

The QI Specialist will work with staff to identify solutions for identified system and process issues. The QI Specialist will systematically evaluate current practices, such as high risk indicators, patient safety report patterns, and stakeholders feedback to formulate recommendations for improvements.

The QI Specialist will provide direct service and consultation to organizational leaders and staff at levels of the organization for assessing and improving various aspects of patient care and administrative services.

The QI Specialist role requires current knowledge and basic principles and practices related to the management of health care delivery systems. A key aspect of the role will be tracking, analyzing, and trending activities and data in patient care and organizational functions. Demonstration of strong skills in managing and actively promoting organizational change is imperative.

The QI Specialist will be the resource person and serve as consultant for problem solving in organizational issues. Responsibilities will include independently coordinating actions related to the quality management program. This position requires a high degree of responsibility, independence, and self-motivation.

QUALIFICATIONS REQUIRED:

BASIC REQUIREMENTS:

* U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

* Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.

o The completion of course work equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)

* Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:

* Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.

* Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.

* Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.

* Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.

Key requirements for this position include:

1. Progressive experience in clinical and administrative management with a minimum of three years of increasingly complex nursing practice in clinical settings.
2. Quality Management/Accreditation Readiness experience.
3. Current knowledge of trends and issues in health care.
4. Knowledge and experience with program planning and establishment.
5. Knowledge of and ability to interpret the Joint Commission (TJC) and Commission for Accreditation of Rehabilitation Facilities (CARF) standards, as well as other regulatory requirements.
6. Knowledge of TJC Intracycle Monitoring, Focused Standards Assessment (FSA) Process, TJC Accreditation Manager Plus (AMP) and TJC Tracer systems.
7. Knowledge of Office of Inspector General processes.
8. Assess and evaluate organizational survey readiness.
9. Organize, plan, develop, and manage continued survey readiness activities and implement strategies to promote ongoing accreditation readiness.
10. Coordinate internal review systems, designed to facilitate continued survey readiness.
11. Compile information and data related to accreditation and external reviews, analyze findings and develop recommendations and action plans.
12. Monitor performance improvement/corrective action plans.
13. Oversight, management, and facilitation ofOKC VA HCS policies.
14. Knowledge of and ability to implement performance improvement/system redesign methodologies.
15. Excellent oral and written communication skills and ability to negotiate and effectively communicate and collaborate with interdisciplinary teams and staff at all levels.
16. Self-directed, flexible, creative and adaptable in a variety of situations.
17. Utilize critical thinking/sound clinical judgment in decision making.
18. Competency in a variety of computer programs and ability to design tracking systems.

Physical Requirements: Position requires moderate to heavy lifting and carrying, pushing, walking and standing for extended periods, ability for simultaneous rapid and mental and muscular coordination, near vision correctable at 13" to 16" Jaeger 1 to 4 (one eye, glasses permitted), ability to distinguish basic colors, emotional and mental stability; hearing aid permitted. Incumbents may experience exposure to blood and body fluids.
