On job applications, they often ask if they can contact your current employer. I dont want my current employer to know I am looking for a job but I dont want to sound like Im hiding anything with the prospective new employer. Is it okay to answer No without disqualifying myself?

It is normal for a job applicant to not want their current employer to know they are looking, and prospective employers understand this. They ask the question anyway because some applicants have an open relationship with their supervisor, or the applicant may be relocating or have already resigned. So in answer to your question, it is perfectly acceptable to answer that question No without looking suspect.
