Responsibilities:

The UAS-NY Analyst will be considered the subject matter expert for all data from the Uniform Assessment System for New York.  The UAS-NY Analyst will be responsible for the analysis, communication and dissemination of UAS data.  The incumbent will need to identify root causes (addressing inefficient processes), calculate organizational impact (short and long term risks), and work with internal departments, external business partners and governmental agencies to implement new processes.

 

Utilizing existing technical knowledge, the UAS-NY Analyst will ensure process specifications are clearly communicated to the Information Systems (IS) department and subsequently clearly executed within the various functional departments.

 

The UAS-NY Analyst will perform population management by working with Care Management, Implementation, Information Systems and Finance to program custom queries that identify areas of risk, sub-optima quality, and compliance. The Analyst will assess current quality metrics and identify areas for quality improvement based on quality measures identified by NYS which directly affects a Plan’s quality incentive.  The incumbent will identify inter-rater of reliability scales and examine the intra-rater reliability upon analysis of the UAS-NY data.  With data analysis, they will identify common trends and be able to effectively communicate them with upper management as well as develop training and other initiatives to meet targets.

Qualifications:
  • Undergraduate degree required in Clinical Informatics, Public Policy, Epidemiology, IT, Computer Science, Health Informatics, Accounting, Finance or related equivalent. Masters degree in related discipline preferred.
  • Clinical credentials (RN, OT, PT) preferred.
  • OASIS-C certification preferred.
  • UAS-NY experience preferred.
  • 5-7 years progressive work experience in clinical operations, quality and/or audit management, data entity analysis, logical data base design along with data analytics, integration and profiling, required.
  • Prior experience in business operations, performing a broad range of data analysis and management, required.
  • Moderate to Advanced IT skills including proficiency in personal computing programs including Excel, Access (including criteria statements, table links, database and report creation) and Word software applications, required.
  • Proficiency and knowledge of Visual Basic, Oracle, SQL and database creation and maintenance, preferred.
  • Strong analytic skills, required.
  • Project management experience, required.
  • Effective oral, written and interpersonal communication skills, required.
